“保护母亲河行动”——绿色希望工程是共青团中央、全国绿化委员会、水利部、国家林业局、中国青少年发展基金会共同发起实施的，旨在通过广泛动员各级团组织和广大青少年，依靠社会各界力量，在母亲河流域大力开展植树造林、治理水土流失、保护生态环境，在全社会倡导树立环保意识和可持续发展意识，推动国家生态工程建设，为母亲河更好地造福于中华民族作贡献。
